In a head on or nearly head on situation specifically, the standard rule is that both aircraft alter course to the right to avoid collision, regardless of category, since a head on convergence is treated as a special case separate from the general right of way hierarchy. The powered aeroplane should give way and alter course, and if there is any doubt about the other aircraft's category or intentions, both pilots are expected to take positive avoiding action rather than assume the other will do so.
Notice the reasoning chain: first identify which general rule seems to apply (right of way by category), then check whether a more specific rule overrides it (head on convergence), and only then commit to an answer.
